Nothing is a lie if you believe the information to be true. Its only a lie when you know the information is false and you purport it to be true or by not telling the whole truth. Bush believed the briefings he received to be true and therefore relaying that information to the American public is not a lie. There was Bipartisan agreement that the Intelligence Data was true. There is no evidence of cooking the Intelligence. In order to prove a lie you have to prove orders were made to cook the Intelligence.
