Does the fact that you live in Western Canada mean that you are a Canadian and not an American citizen?

If you are Canadian, then, of course, you cannot vote for either Bush or Kerry.

If you are an American living in Canada and have not applied to vote an absentee ballot, you still cannot vote.

However, if you are an American citizen and have applied for an absentee ballot or will be back at your American residence on election day in November, then you may vote.

But, given the way your mind works, I am hoping that you are a Canadian who cannot vote in the American election or if an American that you are not smart enough to apply for an absentee ballot.

All of the above is, as you say, "...a given."

Or is it.
