So you agree its a "near certainty" we will be hit by dirty bombs, yet you still think Al Qaeda is a mere nuisance to our economy, like drunk drivers?

We can never stop the terrorists by defense alone. Nor can we operate an open society in a defensive crouch. The war must be fought with offense and defense both.
