Isn't that why the International inspectors were there to see the proof for themselves. Didn't Bush trust the international community? That he had to send his troops to find for themselves what the inspectors from the International community found was a big failure of Bush. If he cannot trust the International community, then it is expected that the international community will not trust him and today many refuse to deal with him.

In such a state, he is rendered ineffective. How can he be effective for the next 4 years. Kerry does not have that disadvantage that Bush has. He can start with a clean slate.

Saddam did not use any WMD in either Gulf War.

"Proving" disposal is tough, particularly in a country like Iraq. We bombed the hell out of their military in the first Gulf war, then imposed a decade of economic sanctions. People and records get lost under those circumstances.

America has the best controls over dangerous materials (I hope!) yet stuff or paperwork gets lost from time to time. A few months ago the Vermont Yankee nuclear power plant could not account for some spent fuel (It was eventually found).

And who can forget the anthrax mess of a few years ago? The strain has been proven to have originated from a U.S. Army lab in Maryland, yet no one can explain how it wound up in terrorist hands... yes, whoever sent it through the mail is a terrorist, domestic or foreign we do not yet know.

They were all saying that Saddam had to PROVE he in fact, had disposed of the WMD that he had used in the Gulf War
