Liberals said that Reagan would make the Kremlin more hardline. Instead, his activity brought reformers to the fore, in an attempt to launch a "peace initiative" and return to detente. Without Reagan's support, Gorbachev would likely have gone the way of Khruscheva, and been given his walking papers when liberalization got out of hand. By the time they tried to shut down peristroika and glasnost, Yeltsin was too powerful, and led a "people's power" revolution that effectively brought the Soviet Union to an end.

It is silly to say that the Soviet Union was on the verge of collapse when it had not even tried the Chinese reforms to revive its economy. What is true is that Star Wars threatened to bankrupt it, and raised the stakes in favor of Gorbachev making concessions, in order to satisfy the West of his good intentions.
