I think a case could be made for monitoring the paper ballot counts to assure that there isn't someone with a pencil that is punching out extra chads. The machine doesn't count it as two chads are punched out for one office. It's easy to do and very effective when using paper ballots

The over votes in the GOP controlled counties would have put Gore over the top in 2000. This was found out by the independent agencies that investigated the election counts. The results weren't publicized widely due to the 9/11 situation which occurred right when they were wrapping up their report.

Gore chose to recount the Democratic counties thinking that was where the additional votes would likely be.

If you care to read about how it's done I suggest you read the book called Votescam. It was written in the early 90's.
It's chilling to realized the book was written almost 10 years before the 2000 election.

Michael Moore will be here with his entire entourage, and monitors from other countries also.
I'm hoping that scares Jeb & Company from their cheating ways. I also hope it's a landslide to help.
