Why?

Because most of the people over there were not interested in collections of medals.

Only your man Kerry, who seems to have researched things and was aware of an obscure regulation that allowed him to ship out in 1/3 of the time most people were required to serve in-country.

well it's been that way for a long time with some people and purple hearts. i am aware of a wwII purple heart award that went like this. major DeBost in the chemical warfare section of the 1st army received a minor glass cut from a broken window when a v1, buzz bomb, landed in an area near his office building. he put in for a purple heart, and it was granted.
