I don't know how the issue can be resolved. It appears to be a smear campaign orchestrated by whom Smear campaigns are done from the shadows from nameless sources. This is not a smear campaign. Either it's one hell of a large conspiracy to libel John Kerry, or it's a serious accusation based on the facts and opinions recounted by eyewitnesses. I don't know if the issue can be resolved by Kerry releasing his records, but it's an obvious place to start. Hands up, whoever thinks that the media woulnd't be hounding him for a release if he and George Bush switched places.
