In the past I have sometimes been unable to short TLT -- the long treasury bond index fund.

bh, Full service brokers borrow shares from one another. The big vaults are at Pershing and Merrill. So, Bear can pretty much always get shares, especially since they earn nearly the entire float for a retail client.
