Kerry made his claims based on the stories from other vets, told to him face-to-face. He obviously believed them, and having seen the war himself, came to the conclusion that our troops were participating in atrocities. Maybe some of the vets exaggerated, even lied, because they strongly felt the war was wrong. But I don't see where Kerry lied, as is being charged by the Swifties.
