As I understand it, the brokerage is not obligated to provide shares for you to short. Especially with low float stocks, it's common for them to not have enough shares in their inventory. But SPY should be in plentiful supply, unless they've just serviced a big institutional sell. I bet they'll have shares available tomorrow.
