Bush declared war on TERROR as terrorism has too many syllables for him. This means he can shut down scary movies and roller coasters. He gets an F for this war anyway as he has made it larger and harder to fight.

shrub can SAY he declared war on terror...that doesn't mean it's a valid concept. Terrorism is a tactic not an entity...just like blitzkreig was a tactic. Was WWII fought against blitzkreig or the Axis Powers? Flanking maneuvers are tactics...just as terrorism is a tactic. Do we declare war on flanking maneuvers?
