shrub SAID he "declared" war. The way he did it is more like, "well I do declare"....a rhetorical device.

shrub says alot of things. Like his "declaration", most things he says make no sense.

A truly declared war is put in writing as a declared war.

When a document is found that is a war declaration, then you can say shrub declared war.
