Kerry kept harranguing on Nixon...Actually it was JFK and then LBJ who added men from 900 to 500,000....the war ended under Nixon. Also remember, there was a Democratic House and Democratic Senate for 40 years until 1994. The Congress is the entity who controls the Budget and controls the authorization or not for war. And no, I think Kerry meant by his words, the entire government who sent them, AND all his fellow Military. He accused them all. And for that matter, he accused the entire US as well in that respect, as it is the American taxpayer who foots the war effort, once it is authorized.
