The burden of proof definitely rests with the attackers. There is a presumption the medals were correctly awarded. The attackers have not made their case. The evidence preponderates in favor of findings that Kerry did pull Rassmann out of the water with enemy firing taking place and that Kerry did charge the enemy with no thought for his own personal safety. Case Closed!

Matthews was trying to get to the heart of the issue: why is O'Neill doing this? It's pretty obvious that the Swifties are attacking Kerry not because of what he did in Vietnam, but because of what he did afterwards. They should just be honest and admit it.

The Swifties are being used as a political pawn by the Rove machine in yet another smear campaign to divert attention from the fact that Bush avoided service in Vietnam, while Kerry served bravely.
