You don't need much imagination to come up with dozens of such scenarios. Question is, what's been stopping them for the past 3 years?

All they'd need would be two men teams in a dozen or two locations doing something similar to what the DC snipers did

It would work only short-term. The country would fight back, and the people would grow used to dealing with the risk and go on about their business. The suicide bombings did not shut down Israel, though they affected it badly; this much lesser risk would not shut down America.
