Yes, it is about extortion, but not the extortion you think. He publicly outed himself on a privately well known issue. Why? Because some people would become fixated on the sexual issue and he appears a victim. However, the real issue remains the investigations of bribery and extortion, at least one in which McGreevey is taped using a preplanned code word that would indicate a farmer would get a higher price for his property when purchased by the State, IF he made the proper contribution.
