It's just the way the award works. Max Cleland probably got one Purple Heart for getting three limbs blown off. My dad got a Purple Heart for a tiny piece of AA shrapnel in his ass in WW II, probably no more significant than Kerry's wounds. He viewed it as a worthless piece of rah-rah hype, about as significant as being named employee of the month. After all, you're being recognized for being WHERE YOU COULD get killed. If Kerry used Purple Hearts to get out of 'Nam, he really chose the hard way!
