I think he is. He is drawing out Bush on this issue and then he will, in keeping with his stealth approach, come out in the last month. All Kerry has to do is to keep Bush's base in and discourage them to come out and vote for Bush. Right now he is concentrating in the battleground states to switch some of those Republican leaning voters. But in the final month, when minds are made up for one candidate or the other, Kerry will shift his focus to addressing the Bush crowd to ensure if they really want to come out and vote for Bush who has refused to provide for research into something that has the potential for prolonging their life.
