My point is, no matter what facts either of you brings to the table, it comes down to this statement, which is opinion:

Z, this point was not "substantive" -- i.e., the conversation wasn't ABOUT this, it was ABOUT the taxability of benefits. But you're right about it being my opinion -- I had forgotten the remark. It just wasn't the central issue.

I have no problem with some UC benefits. But the program was never designed to provide a full income for a person who has been laid off.

This is a great example of the kind of "mission creep" we tend to see with these sorts of programs. The start out life as a bridge to survivability, but future generations come along and don't comprehend the limited nature of them. The program simply isn't adequately funded (and can't be) to provide what you're suggesting.
