Terror was an overt activity in Iraq before the war. Saddam's government provided safe haven (plus a government job) to the terrorist indicted for making the explosive used in the 1993 WTC bombing. Lawrence Foley, and US AID official, was murdered in Amman by Zarqawi's terror cell operating out of Iraq. That occurred before the war as well. Although there are costs, it is not a mistake to fight our enemies. It is a mistake to run from them as many pro-Kerry Democrats propose.
