It's strange, but the NYT does not say how much the US paid to the Kurds for Saddam.

Remember, Saddam was captured by the Kurds who drugged him and then left him in a hole to be picked up by US forces.

As I understand it, the Kurds negotiated with the US for political power in Iraq prior to putting him in that hole for pickup to make it appear as if US sleuthing and ingenuity alone that got Saddam. This says a lot about the honesty of the Bushies, does it not?

Recently, Israelis were seen talking to the Kurds. Some folks speculate whether the partition of Iraq might be in the works. If so, it could mean that the partition of Iraq has the approval of the US or the US is not in full control in Iraq. Otherwise it might suggest that the Israelis were already negotiating to tap the oil and minerals wealth of "Kurdistan".
