i took that to mean more educational programs in schools...

And others took it to mean whatever they took it to mean, I suppose, which may have been the intent of the designers. The first choice, the reduction of illegal drug use, is everyone's overall objective. How could anyone not agree with that? There are a variety of ways on the table for getting there. More police and drug programs, the second choice, is one of them. If one answer is a subset of the other, then that is either a poor question or a biased question.

It would have been nice if they had told you which questions they scored for Bush and which for Kerry. On some of them, it wasn't clear.
