You forget the circumstances of the vote. When Congress was considering the resolution, Bush said "Don't tie my hands". Everybody understood he wanted a bargaining chip to negotiate at the Security Council. Kerry thought he should have that chip for negotiation. Faced with the same circumstances, even knowing about no WMDs, he would do it again.
