There was no unilateral force. Over 30 countries participated. UN 1441 and 687 provided the legal means as 1441 provided, "serious consequences" to failing to properly account for WMD. Just failing to account for WMD was all that was needed. Doesn't matter if SH had them or not. He FAILED to account for them. What do you think "serious consequences" means if it doesn't mean military force? In addition to 1441, 687 provided an END to the cease fire agreement. There no longer was a cease fire agreement. SH gambled and lost. SH was a fool. That should be a lesson to other countries who take the UN and USA as fools. They will think twice about their actions in defiance of the world.
