The wordings in these resolutions were in place before Bush sought the Security Council's vote to go to Iraq. he lost the vote. After loosing the vote he decided to attack Iraq anyway. My question is then why did ne seek Security Council's permission? If he felt so strongly about it shouldn't he have gone ahead without seeking a vote?

Such a behavior of a US President is unprecedented. Loosing a Security Council vote is a major failure of Bush foreign policy.
