#1 - Bush claimed he was a compassion conservative who cared about the environment. That alone was a huge whopper. He next promised he'd jawbone OPEC to bring down oil prices.

There are legions of Bush lies, some outright, some gross distortions. But most of the lying has been done by his surrogates, from Cheney (a a major liar) all the way down to the Smearvets and the people who parrot them.
