What part of No UN Authority don't you understand.
No provision of resolution 687 links Iraq's duty to destroy all weapons of mass destruction to the authorisation to use force set out in resolution 678.
The final paragraph of resolution 687 gives the Security Council the power to decide.
The Security Council did NOT decide. A vote was necessary. shrub pulled the vote off the table...remember???
The invasion was illegal by UN standards.
