Why would a WWII vet encourage libel against not just one but three different bona fide war heros, Kerry,m Cleland and McCain? If this guy's a vet he's putting his rightwing hatred above loyalty to country and the military.

Speaking specifically regarding the term Veteran for the Viet Nam period, for the purposes of benefits, one did not need to serve in combat. The minimum requirement was 6 months continuous actice duty.

However, technicalities being what they are, it gets interesting. Being in the military during the Viet Nam war doesn't mean one is a Viet Nam war vet - one isn't considered a Viet Nam vet unless one actually served in the theatre of operations... although I guess congress could declare everyone in military service from time A to time B a Viet Nam for benefit purposes.
