No, it is an attack on Kerry to hide the fact that Bush avoided service. It is the classic 'attack their strength to cover your weakness'. They hope for neutralization of Kerry's strength - his service to country, his brave leadership, his sacrifice (how many other Ivy League law school graduates were volunteering for Vietnam?)

Since it is based on lies (see FactCheck.org), it is mud slinging at its worst. In other words, Rove's forte.
