Yes, irresponsible parents are an enormous challenge for public schools but even Sesame St which held toddlers attention 1hr per day made them proficient in counting, the alphabet & identifying shapes&colors. Considering the # of hrs daily(at least 6=30hr wk) that teachers spend with students, surely they can turn out 8th grade students performing with that level's basic reading&math NCLB standards. New teaching methods are at fault--a return is needed to tried & true, effective methods.
