Podhoretz's recent brilliant article in Commentary made the point which I have not yet seen properly discussed, i.e., Bush, et al., are at fault for not having had the decisiveness to act on first-rate intelligence provided by the intelligence establishment so as to prevent 9/11. The same intelligence apparatus which had so brilliantly predicted a catastrophe became so third-rate in a few months' time that it completely missed the obvious absence of WMDs in Iraq.

The common thread in this view is that the Bush Administration is to blame for both lapses.
