Kerry uses his words carefully. On the issue of troop withdrawl, at a TV interview he used the words "maybe" for withdrawl of troops. But Bush as President goes and announces troop withdrawl. He is playing catch-up. Kerry obviously is appalled at this hasty action.

I don't know where you heard about his desire to keep troops in Germany and Japan against the wishes of the respective Govt. What I hear instead is that the Korean Govt. along with the Japanese Govt. are alarmed at the withdrawl of US troops. I also heard on the radio that the German Govt. is concerned about the the economic impact of US troop withdrawl. I also heard that Bush on the other hand wants to get back at Germany for their non-support of his Iraq policy and hence his decision is a political one and not one of strategic military interest for the US.
