I don't think that there is direct evidence one way or another on who wrote the after-action reports. I understand that the senior officer at the scene (Thurlow) would normally have written the after-action reports. Why would he permit Kerry to write the after-action report? He said that Kerry had fled the scene. Would he not have at least checked over the after-action report?

Would after-action reports not be signed by the person submitting them? If so, the full reports containing the signature would be helpful.

If Thurlow wants Kerry to release all of the records why can't he release his own to prove what he is saying is correct?

It does not make sense that Kerry fabricated all of these reports at the time and none of the other skippers knew about it.
