Yep. So are the issues of Free Trade vs. Protectionism.

England, Canada, Australia, the EU, Japan all have notable drug regulatory systems. I see no reason (other then politics) why our FDA couldn't coordinate with regulatory agencies there to establish a system for certifying and approving imports from bonded distributors.

(Except, of course, that the new Bush-negotiated 'free trade pact' with Australia specifically BANS import of lower cost drugs from Australia.... :)
