I think this was Kerry's point in protesting the war. Our troops were put into an unwinnable situation, with enemy mixed in with civilians, with orders to fire ('free fire zones') that often caused civilian casualties (which could be considered 'atrocities', in which case they would be US military-sanctioned atrocities, since the US military supported free fire zones).

Gardner is the lone crewmember against Kerry, because he was a loose cannon who apparently was quick on the trigger. Kerry threatened him with court martial because of that, and Gardner's been bitter ever since.
