The U.S. could either give that money back to the taxpayers via a tax cut (something I think most Libertarians would favor) or could reinvest the money in American infrastructure programs (something I would personally favor as we've suffered from a lack of investment).

Most Libertarians would prefer an immediate disbursal of earmarked-but-undistributed funds and (a) tax cut(s) going forward.
