I can understand Elliot writing up the purple hearts...to get Kerry out of his unit. With regards to the FITREPS you need to be able to understand whats important in a FITREP. The Grades, the letter grades in about 10 different areas are given. Thats the most important part. When a promotion selection board compares FITREPS in deciding who to promote and not promote they spend 90% of their time looking at trends in the grades in those areas. They will make graphs and charts of grades looking for officers who are doing better, doing the same or decling. In Kerry's case he got dinged by a LOT of C and some D grades. A being the highest grade you can get. Those are not good FITREPS.
