What is the criterion for awarding a Bronze Star medal. Being under enemy fire is only a mitigating circumstance. I would not question Thurlow's subjective interpretation of the totality of events suggesting a Bronze Star medal was appropriate. I find it amusing anyone would be stunned.

3 out of 4 skippers alive today say no enemy fire was occurring as the actual rescue took place. kerry is alone in this assertion.

One can looks at all kinds of paper trail info from the time and speculate on a circumstantial meaning.
