I don't think so, unless it is different from state to state. My husband was an attorney who went into management and went inactive for several years (dues are much less). All he had to do to go active again this year was pay the full dues and meet the continuing legal ed requirements.

I have been a member of three bars (LA, MD, VA), and they all had a provision where you could go to inactive status but could reactivate if you ever decided to practice law again. That's the whole point of inactive status, keeps you from having to retake the bar.
