According to Thurlow, only the officer in charge of the swiftboat could write up action reports. That of course was Kerry.
The latter must have trolled for a petty officer to witness his report. Lambert was probably complimented that Kerry asked for his signature, whether he was there during the action or not.
If that's the case, I doubt that Lambert will step forward. Hopefully an ambitious reporter is already stalking him.
