The Purple Heart application form is a recommendation and memorandum from your commanding officer to the commander of the Coastal division. Kerry's commanding officer refused to send up a mememorandum of recommendation to higher command for the purplle heart. Grant Hibbard has said this emphatically and says that he tolk Kerry to get out of his office when Kerry asked him to forward such a memorandum. That should have been the end of it. If Kerry's CO said no purple heart he does not get the purple heart. There is no legal way to get the purple heart of your CO denies it, for whatever reason. The Runyon quotes I provided come out of Kerry's own books, Tour of Duty and the Globe book. Kerry can't even get Runyon's story straight.
