NSA, NRO, etc., are all outside the Beltway in VA and MD. close to Interstate highways, in semi-anonymous industrial parks. CIA/Langley is right on the Potomac on some very valuable and attractive land but far from any major highways or Metro stops.

Decentralizing makes human sense. The people who work for the government have to commute either by Metro or car. There is a strong upper echelon preference for Metro access for the rank and file, probably much easier to get minority clerical workers.

Much easier to get to the Pentagon, I think that is the most accessible working destination in the area. Huge parking lots, lots of busses, and Metro, not to mention bridges and an airport. There is the GW parkway which goes from Beltway past CIA to Pentagon to Reagan Airport to Old Town Alexandria, it's very nice because it goes along the river, but doesn't carry high volume of traffic.

The big need at the intelligence agencies is computer wonks, not secretaries. Computer wonks don't need secretaries. They need vending machines and a place to park their crappy cars.
