Moveon.org published advertisements against Bush b4 Kerry was ever nominated. Moveon.org has been opposed to Bush for quite awhile. I heard the laws around the soft money organizations were murky with one exception: it is illegal for a soft money organization to coordinate activities with either the Republican or Democratic parties so it is illegal for the Cheney-Bush organization to distribute the Swift Boat pamphlet. A Bush-Cheney volunteer was also photographed by the Swift Boat group. He had to resign from the Bush-Cheney organization.
