Wrong-- a mistake? This clown planned more than 3. Most would not ask for a PH for this crap. No OIC I knew would write one. He should not be barred for this but known as the liar and coward he is. A user and abuser of the system. A senator of decades that is proud he never produced any legislation and is/was rarely in his office.

Even if he just accepted a bogus medal, he should have the grace to be modest about it, not be bragging about what a hero he is. Cleland was modest about not being wounded by enemy fire, and he lost three limbs, while Kerry got a few scratches.

Second, Kerry didn't just passively receive 3 PHs by mistake, he agitated for them, and gamed the system to get them when his CO turned down his initial request.
