It seems a Republican axiom to always condem in general terms but let specific bad acts go by. I think this is a product of the protestant habit of public confession. This communal act just denounces vauge and unnamed sins (leaving specific sins between the actor and God). When you throw in the fundamental receiveing of the spirit along with much hugging you find an atmosphere where people feel forgiven without ever acknowledging, even to themselves, specific actions.
