Not true. By definition:

A battle area or combat zone in which no restrictions are placed on the use of arms or explosives

The military would declare an area a free fire zone, either always or during specific times (say, a curfew). If anyone was in the free fire zone, they were not subject to the usual restrictions about first identifying the person as an enemy combatant.

Free fire zones violate Geneva Convention rules on engaging civilians.
