It must be extremely tough on the troops, having to distinguish enemy from civilian under the constant stress of impending attack. We've got to avoid, as much as possible, putting our troops into these situations by spending more of our time and resources on the diplomatic side, and use force only when necessary.

The story today of the US military apologizing for more civilian deaths, this time in Afghanistan, underscores the need for us to work with international forces in these situations. That would reduce the tensions, and hopefully reduce the number of these incidents.
