Kerry failed ANY "general" standard you could come up with. Congress should immediately investigate the re-writing of his citations, decades later, for the other medals he grubbed, and withdraw his purple hearts...

The standard should be the same as it was for all other wars. There should be no medal inflation.

There is no standard other than that the wound was the result of enemy action. Unfortunately, the mess Kerry started has now led to the realization that many P/Hs were awarded in Vietnam for superficial or minor wounds. It would have been better for that not to have come out, because it cheapens the award.

We will never know how many soldiers who were nicked or bruised turned down a P/H because they didn't feel they deserved it. I'll bet there were many.

We DO know that John Kerry was not among them.
