1.) Use our influence, $4 Billion worth, with Israel, to force them to settle with the Palestinians.

That might make sense if the Israelis where the sole obstacle to a settlement of the situation but they are not.

2.) Do whatever we can to wean ourselves off Mid East oil.

Unless we wean ourselves off important oil entirely, and even to an extent unless we wean ourselves off oil entirely, we will still be subject to the effects of supply and price changes of Mid East oil. Even if none of the oil we buy came from the Middle East, 1 - The oil a lot of our major trading partners use would and 2 - The price of oil from any source would be greatly effected by disruptions or threats to the supply from the Middle East.

Arresting Bin Laden would be a good thing too, but we've committed so many resources to Iraq that we've kind of lost our momentum in finding Osama. I wouldn't be at all surprised if he appears in U.S. custody just a few days before the election, and Bush benefits from such a lucky find.

Your two sentences don't make sense together. You should pick one. If it would not be surprising if we capture Osama then apparently we haven't committed so many resources to Iraq that we've lost all our momentum in fining Osama.
